Director / Program Manager (Data Management)
Job Description
We are seeking an experienced Programme Manager to lead large-scale, complex data management and analytics programmes within a leading banking environment. This role will be responsible for overseeing the successful delivery of strategic Data Governance, Data Quality, and Data Management initiatives across the organisation. You will drive end-to-end programme delivery, manage multi-million-dollar budgets, and act as a trusted advisor to senior stakeholders while ensuring commercial success and delivery excellence. This is a high-visibility role requiring strong project governance, stakeholder engagement, and the ability to operate effectively in a highly regulated banking environment. Key Responsibilities Programme Leadership & Delivery
- Manage the delivery of various streams of complex, multi-year Data, Analytics, and Digital transformation programmes
- Drive the execution of data management and analytics capabilities within high-profile, global programmes, ensuring delivery aligns with strategic roadmaps and adoption plans.
- Manage the overall programme budget, tracking the financial health of multiple projects and ensuring the programme as a whole delivers value.
- Oversee project planning, scope definition, timeline management, resource allocation, risk identification, and dependency mapping.
Governance & Compliance
- Establish and maintain robust programme governance frameworks, including preparing Investment Approval requests and managing approval processes.
- Organise and facilitate Programme Steering Committee (PSC) meetings and chair Project Working Group (PWG) meetings with attendees from all required countries across the region.
- Ensure compliance with internal governance, audit, and regulatory requirements.
- Govern and define data quality standards and monitoring for the programme, maintaining alignment with reporting standards as prescribed by the Business or wider transformation teams.
Stakeholder Management
- Partner closely with stakeholders across Finance, Data, Technology, and Business Units to align priorities, manage dependencies, and ensure successful outcomes.
- Prepare and present programme updates, risk assessments, and progress reports to management and steering committees.
- Act as a trusted advisor to senior client stakeholders while ensuring delivery excellence.
Budget & Resource Management
- Manage programme budgets, expenditures, and resource utilisation.
- Track the financial health of multiple projects and ensure the programme delivers value.
- Manage and track programme/project related financials and costs.
Requirements Experience & Education
- Bachelor's degree in Computer Science, Information Technology, Business, or a related field.
- Minimum 15 years of experience in data management
- Strong background in banking or financial services is a MUST
- At least 5 years of experience managing regional data analytics or business intelligence projects.
Strong knowledge of data governance and data management.
- Experience with analytics solutions, and business intelligence tools.
- Understanding of regulatory and compliance requirements in the banking sector (e.g., MAS TRM, GDPR).
Governance & Programme Management Skills
- Proven experience in establishing and managing programme governance frameworks.
- Experience with PSC, steering committee, and project working group facilitation.
- Strong financial management and budget tracking capabilities.
Soft Skills
- Excellent stakeholder engagement and communication skills.
- Strong problem-solving and analytical abilities.
- Ability to operate effectively in a complex, matrixed organisation.
- Proven leadership and team management capabilities.
Preferred Qualifications
- Project Management Professional (PMP), PRINCE2, or equivalent certification.
- Experience with AI/ML and GenAI initiatives in banking.
